Diagnosis
Final tergite in female 2.7X as long as width at base, and sides more or less parallel; head and mesosoma yellowish; anterior one-half of mesoscutum with strong and dense reticulation, posterior one-half smooth and shiny; entire scutellum with strong and dense reticulation; FM/HM = 1.4; fore wing with 2-3 admarginal setae.

Costa Rica.
Biology
From leaf galls on Coussapoa villosa (Cecropiaceae), leaf gall induced by a gall midge (Diptera: Cecidomyiidae); and as an external parasitoid from larvae of Pleuroptya silicalis (Guenée) (Lepidoptera: Pyralidae) on Cecropia insignis (Cecropiaceae).
